Do you need a permit to re-roof in North Charleston?

Yes, inside city limits. The City of North Charleston requires a permit for any permanent improvement to a structure, and it lists re-roofing by name. Permits come from the city's Building Inspection Department at City Hall on City Hall Lane.

Two things catch homeowners out:

  • City limits are patchy. North Charleston spans Charleston, Berkeley and Dorchester counties, and a North Charleston mailing address does not always mean you are inside the city. Outside city limits, your county handles the permit.
  • Flood zones add a step. Homes in a flood zone can need a separate flood development permit, and if repairs reach half the building's value the city treats it like new construction. A roof alone rarely gets there, but storm repairs that include more than the roof can.

Park Circle and Olde North Charleston

Park Circle was laid out in 1915 as a planned garden city, and most of the homes around it went up between 1915 and 1940. Older houses here can have plank decking, several layers of old roofing, chimneys and porches with their own roof sections. The area sits in the city's Olde North Charleston historic overlay, which adds design review for some exterior changes, so we check before we order materials.

Mixson and Oak Terrace Preserve

Newer homes on the edge of Park Circle. Oak Terrace Preserve was built to EarthCraft green building standards, and Mixson is a newer walkable neighborhood. Roofs here are mostly young, so calls are usually storm damage, flashing or a leak at a wall or dormer.

Deer Park, Pepperhill, The Lakes and Charleston Farms

Deer Park, Pepperhill and The Lakes were built in the 1970s and 80s, and Charleston Farms is older still. Most homes here are on their second or third roof. These are the jobs where we find soft decking, poor attic ventilation and layers that need to come off.

Wescott Plantation, Coosaw Creek, Kings Grant, Indigo Fields and Archdale sit in the Dorchester County part of the city. Many have HOAs that want shingle color approved before a replacement. The older roofs here are reaching replacement age.

What weather does to North Charleston roofs

Wind is the big one. When Hurricane Hugo came through in 1989, the North Charleston airport recorded a 98 mph gust. Everyday thunderstorms are smaller, but wind that lifts shingle edges and breaks the seal strip is where most leaks start. Heavy rain and summer heat do the rest: rain finds weak flashing, and heat dries out shingles faster when the attic is not vented well.
