Do you need a permit to re-roof in North Charleston?
Yes, inside city limits. The City of North Charleston requires a permit for any permanent improvement to a structure, and it lists re-roofing by name. Permits come from the city's Building Inspection Department at City Hall on City Hall Lane.
Two things catch homeowners out:
- City limits are patchy. North Charleston spans Charleston, Berkeley and Dorchester counties, and a North Charleston mailing address does not always mean you are inside the city. Outside city limits, your county handles the permit.
- Flood zones add a step. Homes in a flood zone can need a separate flood development permit, and if repairs reach half the building's value the city treats it like new construction. A roof alone rarely gets there, but storm repairs that include more than the roof can.
We check which rules apply to your address and pull the permit for you.

North Charleston roofs by neighborhood
North Charleston has a wider range of housing ages than most of the Lowcountry, and the roof problems follow the age of the house.
01
Park Circle and Olde North Charleston
Park Circle was laid out in 1915 as a planned garden city, and most of the homes around it went up between 1915 and 1940. Older houses here can have plank decking, several layers of old roofing, chimneys and porches with their own roof sections. The area sits in the city's Olde North Charleston historic overlay, which adds design review for some exterior changes, so we check before we order materials.

02
Mixson and Oak Terrace Preserve
Newer homes on the edge of Park Circle. Oak Terrace Preserve was built to EarthCraft green building standards, and Mixson is a newer walkable neighborhood. Roofs here are mostly young, so calls are usually storm damage, flashing or a leak at a wall or dormer.

03
Deer Park, Pepperhill, The Lakes and Charleston Farms
Deer Park, Pepperhill and The Lakes were built in the 1970s and 80s, and Charleston Farms is older still. Most homes here are on their second or third roof. These are the jobs where we find soft decking, poor attic ventilation and layers that need to come off.

04
Wescott Plantation, Coosaw Creek and the Dorchester County side
Wescott Plantation, Coosaw Creek, Kings Grant, Indigo Fields and Archdale sit in the Dorchester County part of the city. Many have HOAs that want shingle color approved before a replacement. The older roofs here are reaching replacement age.

What weather does to North Charleston roofs
Wind is the big one. When Hurricane Hugo came through in 1989, the North Charleston airport recorded a 98 mph gust. Everyday thunderstorms are smaller, but wind that lifts shingle edges and breaks the seal strip is where most leaks start. Heavy rain and summer heat do the rest: rain finds weak flashing, and heat dries out shingles faster when the attic is not vented well.
After a big storm, an inspection is cheaper than a ceiling repair later. We send you photos either way.

Should I repair or replace my North Charleston roof?
Repair makes sense when the damage is in one area and the rest of the roof is sound. Replacement makes sense when the roof is near the end of its life, leaks in several places, or has soft decking. We tell you which we recommend and why. If cost is a concern, read our guide to SC roof grant programs.

Roof replacement warranty
What warranty comes with a new shingle roof in North Charleston?
Every Powell Roofing replacement comes with our 10-year workmanship warranty. Upgrade to CertainTeed's SureStart PLUS 5-STAR warranty and your roof is covered for up to 50 years on single-family homes for materials, labor, tear-off and disposal if there's ever a shingle defect, with no proration. Workmanship coverage extends to 30 years. As a CertainTeed ShingleMaster PREMIER contractor, we're one of the few roofers authorized to offer it. Pricing for the upgrade is included in your free estimate.

| Standard CertainTeed warranty | SureStart PLUS 5-STAR (through Powell) | |
|---|---|---|
| Full coverage (materials and labor) | First 5 or 10 years, by shingle line | Up to 50 years (single-family homes) |
| After that | Prorated, materials only | Stays at full coverage |
| Tear-off and disposal | Lifetime A lines only, during SureStart | Covered for the full term |
| Workmanship | Powell Roofing, 10 years | 30 years |
| What it takes | Any CertainTeed shingle | Full CertainTeed Integrity Roof System, all metal flashings replaced, ShingleMaster PREMIER installer |
Warranty terms apply to shingle roof replacements, not repairs, gutters or siding. Under 5-STAR, townhomes, condos, churches and commercial buildings are covered up to 30 years rather than 50. Because 5-STAR requires new step, sidewall, chimney and skylight flashing, a 5-STAR quote always includes it.

Frequently asked questions
Still have a question? Call us at (843) 270-2421, Monday to Friday, 8am to 5pm.
Do I need a permit to re-roof in North Charleston?
Yes, inside city limits. The City of North Charleston says permits are required for any permanent improvement to a structure, and it names re-roofing. The Building Inspection Department issues them. Homes in a flood zone may also need a separate flood development permit.
Is my North Charleston home inside city limits?
Not always. North Charleston spans Charleston, Berkeley and Dorchester counties, and some addresses with a North Charleston mailing address are outside city limits. If you are outside the city, your county building office handles the permit. We check this for every job.
Are there special rules for roofs in Park Circle?
Homes in the Olde North Charleston historic overlay around Park Circle can need extra design review for exterior changes, including materials. Before we order anything for a Park Circle house, we check whether the city needs to review the roof.
My North Charleston house was built in the 1970s or 80s. Is the roof due?
If it still has its original roof, almost certainly. Neighborhoods like Deer Park, Pepperhill and The Lakes were built in the 1970s and 80s, so most homes there are on their second or third roof. We check the decking and attic as well as the shingles, because older homes often have plank decking or weak ventilation.
How bad can wind get in North Charleston?
Bad enough to strip roofs. During Hurricane Hugo in 1989, a 98 mph gust was recorded at the North Charleston airport. Most storms are far smaller, but wind that lifts shingle edges and breaks the seal strip is where most of our storm-damage calls start.
How far is Powell Roofing from North Charleston?
Close. Powell Roofing is based in Ladson, which borders North Charleston, so most North Charleston neighborhoods are a short drive for our crew.
